A PCB (PCM or BMS) is not absolutely necessary for a battery pack of this size. A PCM will offer basic protection against short-circuit, over-charge, under-charge, and so forth. In a bike, all these features are good to have. Especially if you intend to use it in a consumer device and bring it to market — these safety features need to be present to enable things like air shipping.
A larger BMS might be used if you need a communications port. For example, if your bike needs a SoC readout on its display. A balancer will also help increase the pack’s cycle life over time.
Having said that, for a personal or DIY project, or just for quick prototyping packs of this size can be built without a PCB assembled. This might be common in drones that need under-voltage for emergency landings for example.
